EOC Gamified Web Simulation with JIBC
Back to ProjectsThe Justice Institute of British Columbia (JIBC) delivers critical emergency management training through its Emergency Operations Centre (EOC) Essentials course, designed to prepare government and public service professionals for real-world emergencies. While in-person learners engage in immersive role-playing simulations, online students lack an equivalent hands-on experience. Current digital solutions rely on static discussion forums, limiting interactivity, engagement, and the practical application of learned skills.
Last term’s JIBC team began addressing this gap by developing a web-based simulation featuring a 3D EOC environment and one playable role: the Planning Section Chief. This term, our team will build on that foundation to refine and expand the experience, supporting deeper immersion, role-based gameplay, and improved learning outcomes for online learners.
Our team will enhance the simulation experience by refining the gameplay mechanics, deepening role-specific interactivity, and introducing lightweight gamification. The goal is to offer players agency, feedback, and a clear sense of progression while reinforcing key learning objectives from the EOC course."
